Milling operation sets sights on city

Company promises jobs and investment

A Surrey company that has raised the ire of potential neighbours at an industrial park promises to bring investment and jobs to a secondary manufacturing plant in Kamloops.

Fu So Enterprises Ltd. is seeking a rezoning at Gateway Industrial Park beside the Trans-Canada Highway to allow a log sorting and sawmill operation.

Timber resource manager Harry Chang said Monday the value-added manufacturer intends to start operations here I with a log inventory yard that will employ about 10 people.

"We're going to take two years to develop the infrastructure," Chang said of the milling operation to construct window and door stock as well as posts and beams for Asian markets.

"In the meantime, we'll continue to supply to our (Surrey) plant."

Eventually Fu So intends to operate a manufacturing facility here similar in size to its Surrey plant, which is home to 25 full-time jobs.

City planners have recommended to Kamloops council the company be allowed to rezone the site from light-industrial to general industrial zoning to allow the mill operation. A public hearing is scheduled for Oct. 5.

Some neighbouring light-industrial property owners fear the project will be unsightly and lower property values.

Chang said the company has hired Urban Systems to prepare a landscape plan.

"Landscaping will be our first project. We recognize the location is the eastern boundary. When people come from Alberta it's their first impression. That's well recognized by us."

Nearly two hectares of the site will be paved to alleviate dust concerns.

Chang said the company chose to locate here because it is a transportation hub and because it believes in Venture Kamloops' idea of a secondary manufacturing cluster here.

"B.C. forestry needs to be diversified. We're relying on commodity sawmilling. That's why the province is promoting more smaller and diversified manufacturers."

Venture Kamloops executive director M-J Cousins said the move here represents the Interior cost advantage to firms looking to grow.

"Our costs are so much lower. Their business is in Surrey. Costs, taxes and land prices are so high for them to expand."

Cousins said Fu So's desire to come to Kamloops represents a success in marketing to secondary manufacturers in the Lower Mainland.

Much of Fu So's wood supply comes from forests east and north of the city. It hopes to secure additional wood as a result of the B.C. Liberal government's reallocation of timber rights from major licencees to the open market, First Nations and communities.

Fu So ships exclusively to Asia, including Japan, Taiwan and a growing Chinese market. Chang said the company continued to operate and thrive even during the downturn in the forestry sector in the late-1990s.

Much of its wood supply comes from the Interior. The Phase 1 sort yard will set aside higher quality spruce and Douglas fir for use at the Surrey mill. The wood remaining will be traded and sold to other manufacturers.

Public to decide on liquor store

Residents of Dallas and Barnhartvale get to tell the city whether they want a beer and wine store in their neighbourhood.

Tumbleweeds Neighbourhood Pub owner Randi Miller has asked city council's approval to build a beer and wine store on his property.

On Tuesday, council agreed to put the issue to the public at an upcoming meeting to gauge neighbourhood reactions.

Miller has said the city allowed rural liquor agencies in Barnhartvale and at the Petro-Canada station near his pub, which have affected his off-sale revenues. As a result, he said, he needs the income from a beer and wine store.

After council's unanimous vote, Miller said he was happy the proposal would be going to a public hearing.

"We need to do something, he said."
